Sustained Device Alerts

One email when a single inverter stays offline or in warning

Set in the server environment, not here. Sent even with offline and warning emails off.

Switching on alerts at each plant's next scheduled check on every inverter already past the threshold, so current long outages arrive together. Switching off closes open sustained-device incidents without email and cancels unsent ones; outages keep being tracked.
